Report for the 24th General Assembly
FIG Working Week in Seoul, 6-11 May 2001

COMMISSION 9 - VALUATION AND THE MANAGEMENT OF REAL ESTATE

Commission 9 held a very successful annual meeting in Prague with representatives from eleven countries in attendance. The consensus of opinion is that Commission 9 needs to have better representation amongst the member organizations in FIG. The Commission has therefore been actively contacting member organizations to this objective.

The Commission's Technical Session at the Prague Working Week involved five speakers from four countries, England, Czech Republic, Norway and the USA. The emphasis of topics is on environmental issues effecting real estate.

In April 2000, Vice Chairman Stephen Yip organized a fact finding and outreach trip to China for FIG President Robert Foster. Meetings were arranged with ministry level officials and members of the emerging Chinese valuation profession, the China Institute of Real Estate Appraisers. A second visit to China of Commission 9 representatives is being organized following the 2001 Working Week in Seoul, Korea.

In November, Commission Chairman Michael Yovino-Young participated in an international Symposium in Sofia, Bulgaria. Yovino-Young presented three papers with emphasis on environmental issues, valuation terms and protocols for modern valuation practice. His wife, Alison Teeman, also a professional appraiser, provided a well received speech on the state of the art for the appraisal profession in the USA. The host organization was the Union of Surveyors and Land Managers in Bulgaria and the Federation of the Scientific and Technical Unions in Bulgaria.

The previous Commission 9 Chairman, Brian Waldy, participated as this Commission's representative to the FIG Task Force on Standards and the draft FIG Guide on Standardisation. Mr. Waldy was recently appointed Secretary General of the Commonwealth Association of Surveying and Land Economy (CASLE).

Preparations for presentations at Working Week 2001 are underway with participants from China, Korea, USA, Australia, UK, and Germany.
